公安机关建构民用爆炸物品管理机制的思考

民爆物品的管理是公安机关维护社会稳定，保护人民群众合法权益，保障公共安全的重要业务，建构科学、完善并且可持续发展的民爆物品长效管理机制十分必要。本文对二十年来我国公安机关民爆物品管理存在的突出问题进行反思，并就如何建构民爆物品的管理机制作一思考。

The management of explosive goods for civilian refers to the public security organ maintaining the social stability, protecting the people legitimate rights and interests, and safeguarding public security. It＇s extremely essential to construct a scientific, perfect, sustainable and effective management system. Reflecting on its prominent questions that exist in the twenty-year management, this article gives some suggestion on constructing its management system.
