摘要
揭示了我国现行投入体制下公共财政资助科研领域的科研机会不平等问题,并针对此问题引入一种新型的科研投入体制——拟成果购买制,分析了拟成果购买制保障科研机会平等的理论和机制,并提出了完善的方案。
The paper reveals inequality of chance to scientific research funded by public finance at the present investment system, which not only discourages the researcher＇s initiative, but also restricts the creativity of talents, and causes a large waste of public fund. Aiming to solve this problem, the paper presents a new investment system of public fund —— the quasi-purchase system, and analyzes the theory and mechanism of how it can ensure the equality of chance to scientific chance, and puts forward the perfect plans.
