摘要
我国正处于从传统社会向现代社会的转变时期,也是危机的频发时期,需要政府具备应对各种危机的能力。尤其是突发性公共卫生事件直接威胁人们的生存和生命安全,如何建立与强化公共卫生的危机管理机制,充分发挥政府效能显得尤为重要。
Currently, China is transforming from the traditional society to the modem society. Therefore, in the transforming period, the national government is required to be equipped with capacities to deal with various crises which will be inevitably encountered, especially the sudden outbreak of public health incidents directly threatening the survival and health of the citizens. Consequently, it is of great significance for the national government to establish and strengthen its public health crisis management system and to have the government functions fully displayed and reinforced.
