借城市之力转变农民,着力推动新农村建设

社会主义新农村建设必须把着力点放在转变农民上。转变农民是一个长期的过程,要经历三个相互联系的阶段,即由传统农民向新型农民转变、由农业劳动者向非农劳动者转变、由农村居民向城镇居民转变三阶段。应从全局着眼,系统地进行谋划,在大力推进工业化、城市化的进程中,借城市之力,工业反哺农业,城市带动农村,通过各种扎实有效措施,加快转变农民的历史进程,不断为转变农民创造良好的外部条件。

We must give priority to the change of farmers in the new socialist countryside building. The change of farmers is a long course and will go through three mutually related stages, that is, from the traditional farmers to the new farmers, from agricultural labourers to non - agricultural labourers and from the rural residents to urban residents. Proceeding from the situation as a whole, we should make a systematical plan for pushing forward industrialization and urbanization and take advantage of the city force to create the good external conditions and quicken the change of farmers through various specific measures.
