论精英政治下的政策寻租

The policy rent under the elite politics

异化的精英政治使得政策寻租的产生难以避免。为了能让政府制定、执行"利己政策",部分"精英"必然会对公共政策全过程进行寻租,这其中包括政策源寻租、政策体寻租、政策端寻租。要有效遏制政策寻租,必须加大对权力的监控力度和对滥用职权的惩处力度,加强对政策寻租方的打击力度,加强法制建设及建立公平规范的社会竞争秩序。

The alienated elite politics unavoidably brings about the appearance of the policy rent. In order to force the government to make and execute ＂the policy favourable to their own interest＂, part of the elites certainly seek rent from the whole process of the public policy, including seeking rent from the policy source, the policy body and the policy end. To effectively prevent seeking rent from the policy, we must strengthen the supervision over the power and punishment of abuse of power, reinforce the fight against the renter of policy and improve the building of legal system and establish the fair and normal social competitive order.
