Overview on Information Homing Strategy——New Trend of Police Strategy in Britain and U.S.A

情报制导战略以芝加哥学派的环境犯罪学为理论基础,借助于犯罪地理画像和犯罪热点成像技术,是运用新的技术手段,为实现预防和打击犯罪的目标而把警察管理和行动建立在动态的收集、分析、测绘犯罪信息的基础之上的一种警务工作模式。其工作模式有五个要素:明确的目标、准确和及时的情报、有效的战术、迅速部署警力和相关资源、积极的后援和评估工作。

CompStat came from the theory of environmental criminology of Chicago School.Utilizing the geographic pictures of crime spot and picturing techniques of crime hotspot,it is a mode of police work,basing police management and activities on dynamic collecting,analyzing,and mapping of the crime information to prevent and control crimes.The working mode consists of five components: definite target,accurate and timely information,effective strategy,prompt disposal of police force,and relative resources backup and active evaluation work.
