以我国当前铁路机车车辆招投标工作的规定、标准和规范为依据,从招投标职能出发,分析了铁路机车车辆招投标管理信息系统的业务流程和模块功能,阐明了系统的组织结构和实现方法,使得铁路机车车辆招投标管理工作更趋于公平、公正、公开,从而提高铁路机车的投资效益和管理水平,实现对铁路机车车辆招投标业务的辅助管理和决策支持。

According to the latest standards and specifications, Starting from the function of tendering and bidding, it was analyzed modules and their functions and relevant flow chart of M1S in tendering and bidding of railway locomotive and car, and then the structure and implemention methods were illustrated, at the meanwhile, summarized the important meanings of using MIS in tendering and bidding of railway locomotive and car, so we could make tendering and bidding of railway locomotive and car much more equitable, justicial and opening, then efficiency and the level of the management of railway car could be greatly improved. It could implement the aided management and decision support of the tendering and bidding of railway locomotive and car.
