This paper expounds the important significance of strengthening the modernization construction of the public library at county-level on the social and economic development, and puts forward some measures for speeding up the modernization progress of the library such as renewing the concept, strengthening the service consciousness, doing well the ＂fundamental＂ construction, and carrying our the scientific management, etc.
