The Brief Analysis of Value Conflicts in Public Policy in the Course of Building a Harmonious Society and the Equilibrium among Them

以利益原则为基础的功利主义倾向是当前政府实践决策的主要选择,这种决策模式不能解决建构和谐社会中公共政策的价值冲突问题。如何更好地坚持和谐本位原则,寻求公共政策价值冲突的均衡,构造和谐的公共政策价值结构,是建构和谐社会的一个重要课题。试图通过寻求公共政策价值冲突的均衡,探求建构和谐社会中公共政策价值冲突的解决办法。

In practice, the main factor that a government takes into account in public policy making is utilitarianism, which is based upon the principle of interest. But such a pattern of policy - making cannot solve the problem of value conflicts in public policy making in the course of building a harmonious society. One of the important tasks of constrncting a harmonious society is to carry research into how to do better at putting the fundamental principle of harmony into practice, find the equilibrium among the conflicting values and constitute a harmonious structure of pubic policy values. This paper tries to solve the problem of value conflicts of public policy in the course of building a harmonious society by seeking balanced solution.
