Enhance the policy direction is basic guarantee to push forward circulating economy

循环经济是实现经济、社会与环境可持续发展的经济增长模式。党的十六届五中全会通过的”十一五”规划建议提出:要大力发展循环经济。在目前市场经济条件下,企业作为赢利组织,不会主动利用废物进行循环生产,需要法制强制和政策扶持,使企业既有外部压力,又有内在动力,主动发展循环经济。

Under the condition of currently market economy in China, the circle economy as an economic growth model to realize the sustainable development of economy, society and environment, most business enterprises have no enough cognition to make best use of the wastes for circulating production. Therefore, needing a legal system to be supported with policy compulsory, using exterior pressure and inside motive of the business enterprises, the circulating economic could be developed actively.
