我于上个世纪八十年代中期参与“城市管理项目”，当时我是定期参加联合国人居署理事会的世界银行的代表。在八十年代，世界银行负责城市事务的员工有相当一部分认为联合国人居署应当成为一个更有力的机构，以便在国际城市援助项目中发挥更大的作用。
