Two decades of Urban Management

1986年，在伊斯坦布尔推出了城市管理项目（UMP），此时恰好是首届人居大会的十年之后，也是人居二大会的十年前。城市管理项目的推出标志着关于城市发展的国际思潮的演变迈出了重要的一步。

The author briefs on the origin and evolutional history of Urban Management Programme, noting especially the shift of its themes and approaches in the four five-year phases from 1986 to 2005. He also highlights the innovative approach of city consultation together with its weakness, as well as an important result of the UMP as to have introduced urban poverty and urban governance into the mainstream of UN-HABITAT activities. The essay summarizes the UMP as having been a useful think-tank and a broad network of experts.
