1990年,联合国人居署邀请我加入城市管理项目(UMP),当时我根本没有想到此后的十三年我将投身于此,并获得最为丰富的职业体验。
The author joined the Urban Management Programme in 1990. Over the next 13 years, he was engaged as Task Manager for Capacity Building and subsequently as Regional Coordinator for Asia-Pacific. In his view, there had never been a technical cooperation programme like the UMP before. Its city consultation approach was unique and has been widely documented. He shares three lessons in this article. They are demand-driven, participatory, and valued Local Partner Institutions.
