The Urban Management Programme in Latin America and the Caribbean （UMP-LAC） has featured the development of networks between nations, regions, countries and cities, and the predominant role of the people, their communities and various grassroots groups engaged in the common endeavour of solving major problems confronting them at the local level. The innovation lies in its ＂anchoring＂ at various levels by identifying Regional Anchor Institutions and launching the Regional Consultative Forum. Thereby every stakeholder involved has effectively played their relevant roles.
