In 2001, the Municipal Development Partnership in Eastern and Southern Africa (MDP-ESA) became a standalone regional not-profit organization headquartered in Harare, Zimbabwe. In its quest for partners, UNHABITAT's Urban Management Programme was a natural ally in promoting decentralization and strengthening the capacity of urban local authorities. The two projects in Malawi and Mozambique aimed at bringing local authorities into the frontline in the fight against HIV/AIDS. The Blantyre City Assembly HIV and AIDS initiative was implemented between 2002 and 2004 and has evolved into an international best practive tool for improving municipal responses in fighting HIV/AIDS. Besides Mozambique, the initiative is being extended to Tanzania, Uganda, and Zambia.
