油气储量资产化管理方式探讨

油气储量是石油企业赖以生存和发展的基础,也是国际石油开发市场合作双方谈判和关注的焦点问题。通过对中外油气储量分类方法和管理方式进行对比,从政府宏观管理、石油企业内部管理和市场运作等方面重点分析了外国现行的储量管理方式。中国所采用的油气储量分类和管理方式与国际通用的油气储量分类和管理方式存在较大差异,给中国石油企业开拓国际石油开发市场带来了一定影响。在目前的生产经济条件下,中国在储量分类和管理上应尽快与国际接轨,实行储量资产化管理,建立储量交易市场,增强油气储量资产的流动性,优化储量资产配置,促进石油企业快速发展。

The hydrocarbon reserves are the foundation of existence and development for an oil company,and the focus of negotiation and attention for partner in international oil development market. Through comparing classification and management of hydrocarbon reserves at home and abroad,external reserve management is analyzed from the aspects of government macro -control, oil company inherent control and market operation. The classification and management way in China are quite different from those abroad. It influences Chinese oil companies to enter international market. Under present economic circumstances Chinese reserve classification and management should be consistent with international standards as soon as possible. Reserve assets management should be carried out and reserve bade market should be established. Flow of the hydrocarbon reserves assets should be enhanced,and the reserve assets distribution should be optimized so as to bring about a great advance in oil companies.
