城市区县级政务GIS综合平台的构建与应用——以上海市静安区为例

Construction and application of integrated government GIS platform at county level—A case in Jing an county of Shanghai

基于G IS技术构建电子政务综合平台是未来政府信息化的主要趋势和特征。城市区县级政务G IS综合平台的建设是“数字城市”战略和“政府信息化”战略向纵深推进的迫切需要和具体实施,具有重要的实践意义。区县级政务G IS综合平台的最终目标是实现区县多政府部门数据的综合集成与网络共享,以及政务信息的多维综合分析与决策应用。本文以上海市静安区为例,重点从总体结构设计、数据组织与数据模型、实现技术三个关键问题入手,对城市区县级政务G IS综合平台的建设模式进行探讨。

The e-government based on GIS technology is the main trend and characteristic of future informational government.The construction of e-government GIS integrated platform,which is urgently needed and is a realization of deepening strategy of 'digital city' and'government informationization' in county level,is important in practice.The final purpose of county e-government GIS is to integrate and share all departments' data in county level.In further,to realize multi-dimension analysis and decision-making based on government information.Take Jing an county of Shanghai for example,this paper gives a preliminary study on government GIS at county level from the following three key aspects: general structure design,data resources organization and data model,and realization technology.
