知识经济时代,市场竞争归根到底是人才的竞争,人才已经成为一个地区经济发展的决定性因素。我国东西部经济增长的差距很大程度上是由于西部人才资源开发的程度低于东部地区所致。因此西部地区要实现经济的高速增长,必须加快人力资源开发,提高人口的基本素质和劳动技能,从而提高人力的直接生产力和劳动生产率,促进经济增长和国民收入提高。

In knowledge economy times, market competition is the competition of talent personnel in final analysis, and talent personnel have become a decisive factor of economy development of an area. In our country, the disparity of economy growth between West and East is mainly due to the exploitation of western human resources lower than eastern ones. So in order to realize the high development of economy in West, we must speed up the exploitation of human resources, raise the basic abilities and labor skills, and then raise human direct production rate, advance economic development and international revenue increase.
