I. The Authorities＇ Concern over this Incident and the Measures Taken In the evening of 24th December 1946, a girl was raped by an American soldier in Beiping, the ancient capital of China. The victim, Shen Chong, was a student of the Preparatory School of the Peking University and Pearson, the rapist, was a soldier from the US Marine Corps. Joint investigations and questioning conducted by officers from both the Beiping Police Bureau and US Military Police established the facts. Pearson was then put under custody by the US military authorities; how to deal with him was to be decided by the US side in accordance with the Regulations on Crimes by US Military Personnel in China, which had been signed by the two countries in 1943.
