摘要
在政府与高校的关系方面,美国、英国和法国形成了西方国家中三个不同且又典型的高等教育模式。通过立法、拨款、评估、规划这几种调控手段的比较,可以看出这三个国家政府与高校的关系。在不同模式下,政府调控高校所倚重的手段不同,即使是同样的手段,运用方法也不同。政府在对高校进行调控时,各种中介组织起着重要的作用。但无论是哪种模式,高校都不是政府的附属机构,而是一个独立的法人。在我国,高校面向社会依法自主办学仍是一个亟待解决的问题。为此,我们要有意识地培养各种中介力量。
In the relationship between government and institution of higher education, the countries of the United States Oreat Britain and France are three typical modes. By comparing such control means as legislating, allocating, assessing and planning, this text analyses the relation between government and Institution of higher education for the three countries;Reveals that in different modes, different means for the government to rely on, even the same method, it can be used differently; Various kinds of intermediaries play an important role in the government adjusting the institution of higher education; But no matter which modes, the institution of higher education is an independent legal person, not the subsidiary body of govemment In our country, it is still a problem urgently to be solved for the institution of higher education geared to the needs of the society and run a school independenfly in accordance with the law. For this reason, we should cultivate all kinds of intermediary strength consciously.
