On Decision-making Mode of American policy toward China in Sino-US normalization

考察中美关系正常化的全过程,论述美国在中美关系正常化过程中对华政策的决策模式。结合美国学术界现有的理论观点和美国政治的实践,提出了一种新的决策模式——多元社会模式。尼克松政府的对华决策符合理性行为体模式,福特政府的决策模式是多元社会模式,而卡特政府的对华政策更符合官僚政治模式。

This article explores the whole process of Sino-US normalization in the 1770s, focusing on decl^sion-making mode of American policy toward China. By combining American academic theories and American political practice, the authors put forward a new decision-making mode, the plural social mode, and conclude that while Nixon Administration＇s decision-making adapted to rational actor mode and Ford Administration＇s preferred plural social mode, Carter Administration＇s was more like bureaucratic politics mode.
