四川县属国有企业产权制度改革研究

Research on reform of property rights system of counties' State firms in Sichuan Province

文章认为，四川县属国有企业产权制度改革在９０年代的迅速推广不是偶然的，而是这一时期中企业发展与改革所面临的一系列异常深刻、尖锐、复杂的矛盾决定的。迄今为止，这一改革已经历了自发探索、积级试点和普遍推广三个发展阶段，并且在促进经济改革、经济发展和社会稳定方面取得了显著成效。在改革的实践中，四川始终遵循了“三个有利于”的原则，利益兼顾的原则以及因企施策的原则，以产权主体的转换与明晰、产权的流动与转让以及经营方式的转换为取向，采取了净资产的包、租、卖、股、破等１６种形式，并且形成了“东南西北，各具特色”的四种不同的区域模式。文章还认为，这一改革是对国有企业“抓大放小”，实现国有经济战略性改组的重大举措，是继农村承包制以来最为深刻的革命，是工人阶级和基层干部在中国改革中的又一伟大创造。针对当前存在的各种问题，文章认为顺利推进这一改革的关键是，在进一步明确改革的方向和任务的前提下，加大人们思想解放的力度，加大各级领导干部重视的力度，加大政策导向的力度，以及加大科学运作的力度。

Abstract The researchers think that ,it is not accidentally that the reform of property right system in Sichuan counties' State-owned enterprises can be fast spreaded ,but determined by series of very deep,sharp and complex contradictions faced by firms' developent and reform.This kind of reform has so far gone through three stages of spontaneous probing,positive pilot project and widespread popularizing ,and has made remarkable achievements in improving economic reform,economic development and stabilizing the society.The principles of 'three helps”,taking account of various sides' interests,and adopting measures in line with enterprises' conditions have been followed throughout the period of Sichuan reform's practice.Orienting the transferring and clearing of property rights mainbodies ,and changing operational ways ,Sichuan has adopted sixteen types of reforms ,such as contracting or leasing firms'net assets ,selling firms' shares ,bankruptcy,and so on,and has formed 4 different regional types in north ,west,soth and east Sichuan.This report also states that ,this sort of reform is an important measure to realize strategic restructuring of State firms ,while grasp big State an important measure to realize strategic restructuring of State firms ,while grasp big State firms and relax small ones.According to the existing various problems at present ,this report points out that ,the crux for smoothly improving this reform is to further emancipate people's mind,various level leaders' more emphasis ,leading reform by policies ,and practising more scientifically.
