摘要
文章论述了我国宏观就业状况正面临着来自多方面的压力,尤其以国有、集体和乡镇企业吸纳就业的能力相对减弱,形成了大量富余职工,对深化改革和社会稳定带来不利影响,以及如何解决严重的通货膨胀与大规模失业并存的经济困难。文章认为,我国应特别重视通过宏观就业政策,积极避免和有效解决因宏观经济波动引起的国有企业中的冗员问题。探索一种既能通过发展经济解决宏观就业困难,又能克服通货膨胀和经济结构失调的两全之策。
AbstractThis paper explores China's current employment pressures from various sides, particularly the relative weakening ability of State-owned, collectively-owned and township enterprises to absorb labour. Therefore, there exists a great deal of surplus staff. The author also examines the redundant workers' negative effect for deepening reform and stabilizing society. In addition, the author puts forward the measures for resolving the economic difficulties resulting from serious inflation and many people out of work co-existing. This essay says that, we must positively avoid and efficiently resolve the problem of surplus staff coming from State-owned enterprises because of macro-economic fluctuation through carrying out correct macro-policy of employment. Finally, according to the paper, we should find the measures satisfactory to both sides that can solve employment difficulties by developing economy as well as can overcome inflation and incoordinative economic structure.
