在市场经济条件下,纳污能力作为一种重要而有限的公共资源,应该在有偿、有限的基础上对排污权进行分配。本文在考虑所需花费的处理费用最小的条件下,建立动态规划数学模型,给出初始排污权分配的方案。

Under the market economic condition, the bolowdown capacity is as a important and the bolowdown rignt shoud is allocated on the basis of compensation and restriction. The paper puts forward the mathematic model of dynamic planning to give the initial bolowdown right allocation scheme under the condition of minimun expense.
