党的十六届四中全会就加强党的执政能力建设作出的系列重要部署对加强高校大学生党建具有十分重要的指导意义。大学生是党的干部队伍的主要来源，积极有效地推进当前大学生党建工作是今后党的执政能力得以不断提高的基础工程。

The decision to enhance the party＇s administration ability, which have been proposed during the Fourth Plenary Session of the Party＇s Sixteenth Central committee, is of guiding significance in the party＇s work among college students. College students constitute a major source of the Party＇s leading cadres, therefore, the Party＇s work among college students is to serve as a fundamental project in enhancing the Party＇s administration ability.
