On the Ways to Achieve Justice in Public Policies in the Period of Social Transition

高质量的公共政策可以促使人们积极行动，参与合作，它可以很好地实现有限资源的适当配置，实现配置效率，从而实现社会的有效发展。在计划经济体制向市场经济体制转轨时期，在社会主义和市场经济之间形成了相互渗透和相互制约的复杂关系，人们更需要社会公正，本文提出了构建公正的公共政策平等、宽容、自由和秩序的基本理念。并对提出了在制定公共政策过程中实现公正应遵循的原则。

Effective and efficient public policies may stimulate people to take more initiatives to cooperate and achieve the appropriate distribution of our limited resources, and ultimately push forward our social development effectively. In the transitional period from planned economy to market economy, there emerges a complicated interlinked and inter-restricting relationship between socialism and the market economy; therefore social justice seems to be essential in this period. This paper presents some basic concepts in establishing equality, tolerance, freedom and order in public policies, and puts forward some principles which should be complied with in the process of making public policies.
