该文在深入调查的基础上,对地处“三江源”自然保护区的河南蒙古族自治县的生态保护工作情况进行了深入分析,指出生态移民、休牧育草要从实际出发,因地制宜。文章结合调查所得,阐述了在实施三江源保护工程中河南县应该遵循的指导原则和具体措施。

This paper based on the deeply investigation, analyzed about the specific situation of Henan Mongolia autonomic county that locating in the natural protection area of ＂three rivers source＂, and mentioned that the measures of eco.--immigration and stop grazing for cultivating grass should be adjusted to local condition. Besides this article combined with the harvest of survey, explicated some guiding principles and specific methods that Henan county should comply to in fulfilling the engineering of three rivers source protection.
