摘要
基于信息化背景下的电子政务使政府在办公方式、管理方式等方面发生了深刻变革.这种变革不仅发生在政府职能的转变上:由传统的政府管理模式转变为扁平化政府管理模式;而且对城市功能也产生了重要影响:产生了协作效应、替代效应、需求与服务积聚效应.
The electronic business based on the message background makes government produce great changes in the way of working and management. The changes not only affect the change of government function, turning to the flat government management from the traditional one but also has important influence on city function. It produces the result of co-work, replacement and service.
