Building a Win-win Harmonious Society of Efficiency and Fairness

公平与效率反映了一个社会的稳定性参数和发展性参数。我们构建和谐社会的目标应在效率与公平双赢中得以实现。文章试图从公平与效率的关系;由“效率优先、兼顾公平”向“效率与公平双赢”的过渡,是中国分配原则必然走向;和谐社会的构建呼唤全面的公平观和整体的效率观,实现效率与公平的双赢;公共政策诉诸于干预:促进效率与公平双赢等方面进行阐述。

It is the fairness and efficiency that reflect the development parameter and stability parameter of a society. The goal of building a harmonious society fulfills in a win - win relationship between effeciency and fairness. The paper attempts to develop from the following aspects：the relationship between efficiency and fairness;the inexorable trend of Chinese distribution principles, ie. the transition from＂giving priority to effeciency and meanwhile considering fairness＂to＂setting a win- win relationship between efficiency and fairness＂ ; the building of a harmonious society which calls for a complete sense of fairness and an overall sense of efficiency;the interference of public policy which enhences a win - win relationship.
