本文从“三个代表”重要思想的理论出发，提出高技教学管理必须引入以人为本。崇尚科学崇尚学术，知识-能力-素质三位一体以及国际化教育等新的教育理念，创新教学孽理机制，构建新型的管理模式，营造有利于学生创新的管理环境，及新的教学机制，并将教育融入到国际化大背景中，形成一种崭新的教学关系，全面实现教育的创新。

Based on the important ＂Three - Represent＂ theory, this essay holds that educational management in colleges and universities must not only adopt new educational concepts such as taking man as the source, advocating science and academic learning, focusing on the cultivation of the students knowledge, porformance and qualification, but also bring forth new administrative mechanism, establish a new administrative pattern, construct an administrative environment in favor of developing the students creatively and set up new teaching mechanisms so that higher education can be in harmony with the great setting of internationalization, thus forming a brand - new teaching - learning relation and achieving the goal of educational creativeness.
