制度是制约贵州城镇化发展的重要因素,原有的制度安排已阻碍了贵州城镇化发展进程,因此必须对影响城镇化发展的制度进行创新。逐步建立起城乡统一的户籍制度和城乡融通的就业制度,并建立健全社会保障制度,彻底解决农民进城的后顾之忧;建立廉洁高效的城镇管理体制和多元化投资体制,实现资源的优化配置;积极探索市场机制作用下的土地流转和置换,促使人口和要素向城镇聚集,以制度创新加快贵州城镇化发展。

System is a main factor that restrains the development of urbanization in Guizhou. The former system and arrangement have already blocked the development of urbanization in Guizhou. So we must innovate the system which affects the development of urbanization and builds up the unified household registration system and the employment system between the city and the country. That apart, the social security system should be set up in order to remove the farmers＇worry after they move into the city. We must set up the uncorrupted effective management system and multiple investment system, realize the optimizing deployment of the resource and explore the movement and replacement of farmland under the effect of market system, so that the population and factors will be expanded and the urbanization of Guizhou will be sped up.
