摘要
政府主导下的市场经济体制是中国旅游商品产业发展的现实条件与实施赶超发展战略的必然产物。在这一体制下,存在着法规缺位引起的外部经济、政府服务缺位导致的非竞争性及内部性决策造成的失效和不公平等三类政府失灵的现象。政府失灵使得中国旅游商品市场急待得到科学有效的调整与规制。
Market economy system guided by the government, a logical outcome of the catch - up - and - surpass development strategy, is the factual condition of the development of China' s tourism commodity industry. Under this system, there exists three malfunctions of government guiding: the extemal economy caused by the absence of laws and regulations, the nun- competitiveness caused by the absence of governmental services, and the ineffectiveness and unfaimess resulted from the internal strategies. Due to the malfunctions of governmental guiding, China' s tourism commodity market cries for scientific and effective adjustment and regulating.
