The inequities in the utilization and protection of natural and cultural heritage are summarized and analyzed. Considers that the main reasons for this inequity are mistaken understanding of concepts,the weak management and legal lag.Points out that to solve the problem, some methods should be taken,such as improving the management structure,establishing a sound legal system,strengthening the education system, and establishing community participation system, etc.
