With the development of national economy, highway transportation gets more and more flourishing. However, overload is becoming a serious social problem, which cannot be solved in a short time. Causes of this problem are： operators of the highway transportation seek the biggest profit; certain regulations make unproductive profit possible, and the structure of the main body that assumes the costs of damages to the highways is fairly single. We should take measures in respect of building up an equal and sound charging and pricing system.
