An Analysis of the Boundary of Government's Responsibility for the Pension Security System

由于经济、社会各方面因素的变化,传统的养老保障制度面临结构性改革的需要,改革的实质在于重新划分政府和企业与个人之间的责任边界,改革的重点和难点是对政府责任的合理界定和化解。政府在养老保障改革过程中应遂循政府责任边界清晰化、变动渐进化和法制化三原则。

With changes in economic and social factors, traditional pension security system is facing the need of structural reform. The essence of the reform is to redecide the responsibility boundary among government, corporations and individuals. A key and difficult problem of the reform is to redefine and redistribute the government responsibility properly. The government should adhere to the three principles in the process of the pension security reform： clearness,gradualness, and legality of the boundary of its responsibility.
