从政府信息公开到透明政府

From Governmental Information Disclosure to Transparent Government

2003年以来,我国的政府信息公开工作正逐步展开。由于没有中央政府统一的相关规定,各级地方政府在创新政府信息公开规定时出现了一定的差异。本文通过整理全国已施行的政府信息公开规定,借助相关指标对这些规定进行评估,并分析了所面临的问题。通过梳理透明政府的框架结构,结合对政府信息公开的评估,提出了建设透明政府的一些对策。

Since an initiative of a local government in China in 2003, there have 28 local governments on different levels which have executed regulation of governmental information disclosure （RGID）. Since no central government＇s regulation, there are many differences between these regulations of local governments. By the way of collecting and reorganizing these regulations, this paper evaluates and analyzes them through some indicators, and then promotes some measures to build transparent governments after analyzing the frame-structure of transparent government.
