阐述了加强设计阶段造价控制的重要性，并对如何进行设计阶段的造价控制提出了控制措施，力求在技术先进条件下经济合理，从而提高经济效益。
The importance of strengthening cost control in design stage is elaborated; at the same time practical measures are proposed for cost control in order to realize reasonable cost control to increase economic benefits.
