介绍了软科学的概念和发展情况，并从其研究的宗旨与目标、研究的程序、研究的方法、研究的工具等几个方面说明了桥梁管理系统（BMS）作为一种软科学研究成果在桥梁管理活动中的研究过程及应用情况。

In this paper, the conception and development of soft science have been introduced. From the tenet and goal, the process, the methods, and the tools of the research, bridge management system（BMS）, as a research result of soft science, has been illustrated including its research procedure and applications in bridge management.
