公共财政对我国民营体育经济发展的作用与约束研究

Discussion on the Functions and Restriction of Public Finance on Non-governmental Sports Economy Development in China

采用文献资料调研、分析归纳、专家访谈等方法对公共财政的作用及意义进行阐述,在此基础上分析了公共财政对我国民营体育经济发展的作用,对于现行公共财政制度环境制约我国民营体育经济发展的主要表现进行了论述。提出了解放思想,更新观念;创造能够切实有效保护民营体育经济产权的法治环境;营造促进民营体育经济发展的最适宜的政策环境;优化政府公共行政服务环境等促进我国民营体育经济发展的对策。

By means of review of literature, analysis and induction, and interview with the experts, this paper discussed the function and signification of public finance, and the authors analyzed the functions of public finance on accelerating non-governmental sports economy development in China, and the be- haves of recently public finance system environment restrict non-governmental sports economy development in China, provided some accelerating non-governmental sports economy development such as innovating concepts and creating a legal environment in order to protect property fight of non-governmental sports economy effectively, build an optimum policy environment to accelerate non-governmental sports economy development, optimize public administration environment.
