城乡边缘带的行政管理是一个非常复杂的问题,存在着城市化滞后、土地乱征用、失地农民多、外来人口多、基础设施落后、居住环境差、行政区划管理混乱等一系列社会问题,针对这些问题,解决的方案有:合理调整行政区划,改革土地征用制度,社区吸收外来人口,开发性安置失地农民,建立城乡边缘带动态管理模式。
