笔者对中共三代领导集体关于城乡统筹发展的探索过程进行了考察,总结了三代领导集体探索城乡统筹发展的历史经验和启示,提出十六大以来我国实施城乡统筹发展战略,是长期以来党对城乡统筹发展进行探索的结果,并为此积累了宝贵的经验,加快社会主义新农村建设,实施以工补农、以城带乡政策,必须吸取历史上的经验与教训,坚持从我国国情出发,统筹解决城乡发展问题。

The thesis inspects the exploration about planning the development of city and country as a whole of the party＇s three leading generations, expounds the historical experiences and enlightenment about planning the city and the country development as a whole,suggests that from the Chinese Communist Party＇s 16th congress,our nation had carried on the strategy of planning the city and the country as a whole,which is the result of the Party＇s exploration about planning the city and the country as a whole for a long time, and had accumulated golden experiences and made the constructions of the new socialist country develop faster. When carrying on the policy of ＂industry subsidizing agriculture＂, ＂city driving country＂, we must use the historical expe- riences and messages for reference, plan the strategy of planning the city and the country development as a whole according to our nation＇s circurnstances.
