摘要
人才流动法律体系是指将我国有关人才流动的全部法律规范,按照一定的原则和标准组合而成的结构严密、形式统一的有机联系的整体。法律体系的构成要素是制定法。我国专门规范人才流动的法律位阶较低,规范的覆盖面和系统性、协调性差,规范的刚性不足,人才权利救济的成本较高。我国人才流动的法律体系需要进一步完善。
The legal system of equitable mobility of talents is a whole forming that all the law on talents'flow in our country have been classified according to the certain principle and standard.The factor of legal system is written law. In china the law on talented person or talented person's flow is not many. its scope of application , systemationess, and coordination is not enough. So we must improve it gradually.
