The judge procession construction in the Shaanxi-Gansu-Ningxia Border Region

在陕甘宁边区存在的13年间,边区政府、边区高等法院十分重视法官队伍建设,为建立一支高素质的法官队伍作出了贡献。主要表现在:道德素质建设方面,注重培养法官“司法为民”、“司法公正”的理念;业务素质建设方面,重视法官培训工作,注重法官业务学习,积极开展司法检讨活动。这在当今我国法官队伍数量庞大,但缺乏职业传统和职业气质,在职业伦理与职业操守亟待培养的情况下,具有重要的借鉴意义。

During the 13 years of existence of the Shaanxi-Gansu-Ningxia Border Region, the government and the superior court paid much attention to the construction of the judge procession and made a contribution to building up a judge procession of high quality. On the moral quality construction, they paid attention to training the judges for the principles of ＂People＇s Judicatory＂ and ＂Judicial Justice＂, in order to enhance the moral quality of the judges. On the construction of the professional quality, they valued the training for judges, paid attentien to judge＇ s vocational study, carried out the judges＇ selfcriticism activities. Baaing on the judicial files and its party＇s diaries, this article discusses in details on the judge procession construction in the Shaanxi - Gansu - Ningxia Border Region in order to offer some experiences to both the Chinese curare reform of the judicial systerm and the construction of the judge procession.
