少数民族地区与其他地区相比,在地理区位、经济发展、社会发展、文化发展,宗教信仰、自然条件等方面存在着特殊性。这种特殊性使民族地区社会各个方面的发展呈现出自己的特点。民族地区构建和谐社会,实现现代化的过程不是简单的用现代生产方式代替各少数民族原有生产方式,用现代思想文化取代少数民族文化的过程,而是一个各民族原有生产方式、思想文化现代化的发展过程。民族地区在构建和谐社会中有特殊的要求和重点。
