Weite, the minister of finance of Russia, and Hua＇e Daosheng Bank acted as important roles in aggression against China at the beginning of 20th century. Under Weite＇s plot, Russia and France jointly founded Hua＇e Daosheng Bank. Under the control of the Ministry of finance of Russia, Hua＇e Daosheng Bank developed and thrived. Controlling and taking advantage of Hua＇e Daosheng Bank by weite showed that Tsar Russia plundered and aggressed China Economy.
