摘要
基于汽车制造商的视角,介绍了欧盟《关于报废汽车的技术指令》的主要内容和国际同行的做法,分析了汽车制造商在报废汽车回收利用方面的责任与义务,提出了汽车零部件危险物质禁用与申报工作是实现报废汽车回收利用目标的关键,为我国开展报废汽车回收利用工作提出了指导性的建议。
The paper introduces the main contents of EU End-of-Life Vehicle Directive and the practices of international auto makers from auto manufacturer＇s view,analyzes the roles ＆ responsibilities of auto makers in their actions of recovery and recycle of End-of-Life Vehicles,points out that the hazardous substance restriction and declarable request are critical to reach EU ELV targets.It demonstrates the proper way for Chinese ELV recoverability.
