辽宁省农村水利现状与发展研究

Studies on present condition and development of rural water resources in Liaoning Province

农村水利是水利事业的重要组成部分。辽宁省是全国粮食主产区之一,加强农村水利建设是提高辽宁省农业综合生产能力、增加农民收入、改善农民生活环境的重要措施。调研表明,当前辽宁农村水利工作中存在的主要问题有两个,一是资金的制约,二是体制和机制的不完善。必须深化辽宁省农村水利建设管理体制改革,完善农村水利建设资金的融资及投入政策和切实加强对农村水利建设工作的组织领导。

Rural water resources forms a key part in water undertaking. Liaoning Province is one of the main production bases of grain in the country. Strengthening rural water infrastructure is the key measure for management necessary to investment in work, including the lacking of funds and incompletion of system and mechanism. Thus it is deepen reform of rural water resources management system, perfect policies for finance and rural water structures and strengthen leadership of rural water resources management.
