摘要
“看病问题”成为近期老百姓关注的焦点,必竟健康对于每个人都是非常重要的,而疾病又是难以避免的,每个公民求医的权利都是应该受到保障与保护的。根据第三次全国卫生服务调查的结果,在城市中,将近50%的病人有病不去看病,这说明我们的医疗制度并没有行使好保障人民健康的任务。相比较,欧洲的医疗服务体制在经过了改革与实践后,已经发展得相当成熟了。抛开国家与国家之间的差异,它们对于医疗服务构建的经验,是可以被我们借鉴的。本文以图文的形式介绍了七种基本医疗服务的模型,希望能对我国卫生政策的研究者及制订者有所帮助。
To see doctors has been the focus of public problems. Because health is the most important thing to all the people and diseases are unavoidable, the right of every citizen to see doctors should be ensured and protected. Based on the results of the Third National Health Service Survey, in cities there are about 50 percent of the patients without seeing doctors, which implies that our medical system has not fully exerted its mission to protect health of all the people. Compared with our medical system, European medical systems are well developed after reforms sand practice. Putting the differences among nations aside, we can learn some important ideas from these European countries. This article introduces readers seven basis models of health service based on its charts and words and it is expected to do good to the researchers and policy makers of our country.
