本文就治安调解的适用;治安处罚程序中有关审批、听证、办案期限的适用;治安处罚实体中有关治安伤害的适用等问题加以论述,用以指导办案实践。

Combining with executing the law for the public security and administration, understanding the meaning of law scientifically is an important precondition of carrying out the Law of Punishment for Public Security and Administration and applying the law correctly. So, the article has discussed some problems such as the application of mediation, the application of examination and approval, hearing of witness and the limitation of handling a case during the punishment for public security and the application of the hurt in the punishing entity to iristruct the case-handling.
