布什总统3月初对南亚的访问是美国推行南亚新战略的重要一步。印度对美国遏制日益崛起的中国有重要借重价值,而巴基斯坦是美国关键的“反恐伙伴国”之一。布什总统希望借助此访,巩固与印巴关系,将他们纳入美的全球战略轨道。出于各自国家利益考量,印巴均有必要与美保持友好关系,但又都对美心存疑虑。由于巴基斯坦的宗教等因素,印度渴望成为独立富强大国的原因,两国都不会亦步亦趋地跟随美国。所以,美国的新南亚政策难以达到预期目标。
President Bush's visit to South Asia last early March represented an important move in America's implementation of its new South Asia strategy.While India weighs heavily for the U. S.in fulfilling its strategy to contain a rising China,Pakistan is no less important a partner for its“war on terror”.Thus Bush's trip was intended to strengthen the U.S.’s relations with both countries and get them on America's global strategic track.Though both countries need to maintain good relations with the U.S.for their respective national interests,the two countries do not have full confidence in the U.S..In view of Pakistani religious factors and India's ambition to become an independent rich power, the two countries are unlikely to follow the U.S.too closely.As a result,it is difficult for the U.S.’s new South Asia strategy to achieve its ends.
